The impact of dependent tax on markets
OkazTHE economics of operation is meant first and foremost to balance expenditures with revenues and earn a profit. In operation economies, most planners will resort to rationalization of expenditure as the easiest way to achieve the budget balance. There are others who will cut incentives and benefits granted to workers, the most important element of production, to reduce spending. The second option may balance a company's budget but will reduce the productivity of its workers, who in return for the incentives used to perform to full capacity, thus increasing output while ensuring quality. In a market economy, any drop in the per capita household income will directly contribute to weakening of the market because of the reduced purchasing power of the consumer, which in turn reduce the...

How to make privatization of healthcare sector a success?
MakkahTHE recent move by the Ministry of Health to privatize healthcare services in the Kingdom is no doubt a positive one. It has even obtained the support of Custodian of the Two Holy Mosques King Salman.Under this step, the work of the ministry will be corporate. The hospitals and the health centers will be detached from the ministry and made into public companies, which will compete under the parameters of quality, competence and productivity.Under this measure, the ministry will give up its role as a service provider to become a supervisor and an organizer, which will give it a more professional, comprehensive and flexible role. The privatization of the health sector will reduce the government's administrative and financial burdens. It will also further boost healthcare services...

We must learn to think critically
Al-WatanThe first verses of the Holy Qur’an revealed to Prophet Muhammad (peace be upon him) were those in Surat Al-Alaq: “Read with the name of your Lord Who created (every thing), He created man from a clot of blood. Read, and your Lord is the most gracious, Who imparted knowledge by means of the pen. He taught man what he did not know.” (96:1-5)If we think about these words, we understand how deep they are. There is no doubt that continuous writing and reading result in many benefits for both the individual and society. Writing and reading are the means for critical thinking. They force the human brain to analyze, develop and understand, especially if the reader is reading from reliable sources based on specific academic criteria.I do not think that our problem is a lack of books...

The municipality is responsible for illegal parking
Al-MadinahThe other day, a Saudi man asked me to visit his neighborhood. The buildings in that district are old and there is hardly any space to park cars. As the number of the residents is large, local people have begun to park their cars on the central reservation area of a nearby main road. The nearest parking spaces available are located miles away. Most of the residents are old and cannot walk that far. Residents parked their cars on the central reservation for years until the traffic police one day decided not to let them do so.Traffic officers issued fines to all of the cars parked on the central reservation area of the road. People were shocked when they received SMS messages that they had been fined for illegal parking.I am not writing this article to ask traffic officers to...

Paperless courts deliver justice quickly
OkazI congratulate the Saudi Ministry of Justice for winning the UN-sponsored technical excellence award at the World Summit on Information Society in Geneva. The ministry won the award following a global contest on best information and communication technologies initiatives. This was in recognition of the launch of a series of “paperless courts” in a number of parts of the Kingdom. The system allows individuals to submit documents electronically and without the need to visit offices. This saves time and effort, and speeds up judicial processes. The Justice Ministry’s move comes in the context of the digital transformation enhancing e-government performance that is consistent with the Kingdom’s 2030 Vision. We hope that we will see a day when members of the public no longer need to...

When are women going to drive in Saudi Arabia?
OkazWe see many women today selling soft drinks, snacks and sandwiches in malls and even on streets. They are rarely bothered or harassed. There are thousands of other women who work in banks, educational institutions, companies and hospitals. They work to stand on their own feet and provide for themselves and their families. They are usually comfortable and work without being harassed by their coworkers. Therefore, I concur with Prince Faisal Bin Abdullah who agreed with what Okaz recently published that women should be allowed to drive and that they should be given a larger role in our society as well as outside the Kingdom. He also mentioned on Rotana Khalijia in a conversation with the poet Saleh Al-Shadi on the Hatha Ana show that “some people fear change, but it is happening.”He...

Don’t increase electricity rates now
OkazMy electricity bill increased from SR405 to SR1,361 and later to SR1,931 within a three month period. This increase does not make any sense, given that the rate of consumption has not changed. I have no idea how much the July and August bills will be. These are the hottest two months of the year when electricity consumption dramatically increases. If the government implements its plans to decrease its subsidy for electricity and increase electricity rates, I am going to receive an electricity bill that is exorbitant.I would like to renew my calls for delaying the implementation of the decision to increase rates and ask for the decision to be put on hold until the end of the summer season. This would spare consumers from paying a large amount for electricity. Even people who get...

We need a better way to recruit domestic workers
MakkahI agree with the demands of many families with regard to the issue of housemaids. I hope that the Ministry of Labor and Social Development as well as the National Committee for Recruitment listen to the requests of these families.Despite housemaids being a necessity in many homes, the authorities do not seem to care. Many of us have waited a long time for our maids to arrive in the Kingdom, sometimes months and even years. Sometimes, the authorities totally ignore families and block maids from certain countries without providing an alternative source of manpower.I do not understand why it takes months and years to find domestic workers. There are so many source countries in the world. Many countries actually struggle with unemployment and recruiting from them is not difficult....

At last, physical education for girls
OkazTHE Ministry of Education did not need the approval of the Shoura Council to introduce physical education in girls' schools. It has every right to do this according to its vision and mission. This is a decision of sovereignty under which the ministry may undertake whatever it may deem necessary to achieve its mission of educating our boys and girls. The ministry is in charge of educating and upbringing our youth in various aspects including health, which will preserve their physical fitness that cannot be achieved without making physical education part of the syllabus. There is no difference in this regard between boys and girls. They both need physical fitness, which will make them strong and capable of facing any health problem that may face them on the way. This will also make them...

Reconciliation with Saher
SAHER is an automated system that controls traffic using a digital network of cameras connected to the information center. The system verifies the technical violation and then issues it after confirmation to improve the level of traffic safety. The system has succeeded relatively in imposing its prestige on some roads in some cities and contributed to reducing road accidents, by setting and monitoring maximum speed on some roads where the system exists, in addition to respecting traffic signals rules.Like other systems, Saher has its pros and cons. The authority of Saher contributed to hindering the mobility of ambulances and fire trucks. Some drivers do not allow these cars to bypass traffic signs for fear of getting a violation ticket. The speed of traffic on some roads has become...
