Requirement for pardon

This refers to the article “Pardon for the sake of money” on April 9. Allah says in the Qur’an that those who seek forgiveness and refrain from committing sin again will be rewarded. But nowadays people do not seek forgivness for wrongdoings but instead offer money to get away with their crimes. This should not be the case. People who just pay money to victims or their families without seeking forgiveness should not be pardoned.
