HR Ministry plans to license firms to mediate in hiring of Saudis

The Ministry of Human Resources and Social Development is exploring the prospect of granting some establishments the powers to mediate in hiring and supporting Saudi jobseekers, by giving priority to major recruitment companies to provide this service, Okaz/Saudi Gazette has learnt from informed sources.

According to the proposed mechanism, the licensed establishments will mediate with other firms with regard to the transferring of the services of Saudis. According to the provisions in the mechanism, the Saudi jobseekers must be registered with the licensed establishment and must have concluded an employment contract with it.

When other employers request services of Saudi employees, they have to submit the application for this through the Ajeer platform, approved by the ministry to manage contractual relations between employers and employees.

The licensed establishments will be required to mediate in the employment of Saudis by obtaining accurate information about a number of things from the employers who want to hire Saudis.

These information include vacant jobs, including the job title, workplace, pay scale as well as privileges, allowances, qualifications, experiences, other required conditions, and the specified period for employment.

The establishments must also receive requests from Saudi citizens wishing to work in a prescribed form prepared for it. They should receive copies of the documents submitted by the applicants and enter them in a special register before giving the job applicant a registration card.

This card must contain the name of the job applicant, the number of the application record in the register, and the time specified for review meeting.

The establishments must take the initiative to hold interviews with jobseekers to hire them in jobs that suit their capabilities, qualifications and experiences, in addition to providing advice and guidance to those who need training and facilitate them take up appropriate jobs after the training.

The licensed establishment will be responsible for the Saudi employee during the probation period in the new firm, after which the Saudi employee is considered a staff of the employer, and the latter will be responsible for paying all the employee’s rights.

Regarding the mechanism for obtaining a license, establishments must have copies of valid commercial registration, establishment contract, ownership deed or authorized lease contract for its headquarters, and two bank guarantees — one with a minimum amount of SR300,000 and another with a minimum amount of SR100,000. The bank guarantees shall be irrevocable and are from a local bank.
